<see cref="..."/> doesn't work in namespace summary

When using the <see> tag, I usually use the form <see cref="..." /> rather than <see cref="...">some text</see>. By default, the former usage uses the unqualified class name (without namespace) as the text to show. Unfortunately, this doesn't work in namespace summaries. Nothing shows where your <see> tag was, but then all text after it ends up bold.

Namespace comments are written to an XML comments file. As such, the cref in the <see> tags need to be fully qualified names rather than just partial names as is allowable in the source code and additional content files. For example: <see cref="M:Namespace.Class.Method">. You can take a look at the member name in the assembly XML comments file to figure out the fully qualified name including its prefix if necessary.
