Links to non-GUID id pages and relatedTopics

I am using non-GUID topic IDs to provide friendly URLs. I can link between pages using the link element in the page:
<list class="bullet">
  <listItem><para><link xlink:href="SerializingJSON" /></para></listItem>
  <listItem><para><link xlink:href="LINQtoJSON" /></para></listItem>
  <listItem><para><link xlink:href="Samples" /></para></listItem>
</list>
But when I put the same links in a relatedTopics element they aren't displayed:
<relatedTopics>
  <link xlink:href="SerializingJSON" />
  <link xlink:href="LINQtoJSON" />
  <link xlink:href="Samples" />

  <externalLink>
    <linkText>I'm visible!</linkText>
    <linkUri>SerializingJSON.htm</linkUri>
    <linkTarget>_self</linkTarget>
  </externalLink>
</relatedTopics>
Is this a bug or am I doing something wrong?

There's probably a ID check in the relatedTopics transform to see if the href value is in the form of a GUID and it skips any that are not. Those checks would need to be removed or have the GUID checking function always return true as a quick workaround.
