I want to add a reference link that contains a zip file with an example project which is inside the help.

Is it possible to add a zip file as embedded resource and create a link to that item?

You can add the zip file to the project and set its Build Action property to Content so that it is embedded in the help file. To reference it from XML comments, an HTML anchor (a) element can be used. For MAML, an eternalLink element should work. You will need to use a relative path on the filename. If it's in the root of the project, reference it with "..\". If it's in a subfolder off of the root, reference it with "..\Subfolder\".

Note that while this may work for Help 1 and website output, it most likely will not for MS Help Viewer content due to the way it rewrites the URLs. Also, it will just attempt to open it and will not ask to save it. If you have a website on which you can host the content that would be the best approach as then a fully qualified website URL can be used in either case and will work in all help file formats.
